Local Authority Children's Services - Community of Change 

In Control's Children's Community of Change programme started in 2007. Over the past ten years we have worked with over 80 children's services and have members from across local authorities, health services and provider services. The Community of Change Programme provides the support and expertise you need to meet the challenges of implementing personalisation across children's services.

 

Our members are all at very different stages of implementing self-directed support and extending personalisation for children, young people and their families. Together we form a vibrant network of children's services committed to developing and sharing practice in order to improve outcomes for children, young people and their families.

 

Our team works with members, wherever they are on the journey, to extend personalisation and give children, young people and their families more choice and control in their lives.

Annual membership gives the following benefits:

  • Help with building resilient communities and self advocates.
  • Bespoke one-to-one organisational tailored support.
  • Option to join the Be Human initiative and check against your principles. " Can your organisation be more human?".
  • Access and support to use the Personal Outcome Evaluation Tool (POET).
  • A range of webinars and peer support online collaboration.
  • Capturing positive stories of what's working for you and others and sharing across our community.

What does it look like practically?

  •  Support with building self advocacy and resilience in your communities - encouraging resourcefulness and creativity that local people and their families can draw on and recognising and valuing their roles as equal partners, giving people real choice and control over their lives
    Individual days of bespoke support tailored to meet organisational challenges. This could be around themes such as Educational personalised budgets, individual study plans, bespoke fostering, engaging families, self efficiency strategy, making EHC plans work! Up to 4 days.
  • A series of Webinars covering a range of topics including ‘Lets talk about’ debates bringing people together to share good practice and community problem solving.
  • The opportunity to join the Be Human initiative, a charter type set of principles of what of what we would like to expect from good public services and organisations, you can test these principles in various ways with your employees and or with recipients of support.
  • Access an annual license to use the Personal Outcome Evaluation Tool (POET) to capture the views of practitioners, parents/carers and young people with an Education Health and Care Plan or SEND on the support they get and the impact it has had on their lives and measuring the outcomes of personal budgets and personalised care and support, and the impact they are having on people's lives.
  • Help with evaluating what’s working well and capturing that through collating positive stories to share, spreading what is possible through good practice
  • Additional bespoke support when needed at member discounted rates.
  • A named support person who can support you and/ or access support from our network of associates and team members

Our Children's Community of Change Programme is bespoke. We have a team of expert advisers, which includes parents and carers with a range of different backgrounds. Our advisers deliver training and workshops, attend meetings and act as 'critical friends.'

 

Bespoke work

The support that can be offered by In Control is flexible, examples of our bespoke support include work to:

  •  Resource Allocation System (RAS) support for developing personal budgets.
  •  Developing locally the ‘Personal Outcomes Evaluation Tool’ (POET) that has developed national and featured in providing evidence of feedback for SEND OFSTED Inspections.
  • Individual Support Funds (ISFs) strategy and development.
  • Community Fund Holdings
  • Awareness days.
  • Basic training – Context, legislation, Personal Budgets , Personal Health Budgets, person centred planning, values, asset based working, change management, inclusion/community etc.
  • Diagnosis days/critical evaluation to support local partners to develop their offer.
  • Engaging parents & young people/co production/planning and consulting.
  • Culture change/leadership programmes (overview day sessions or added bespoke work.
  • Dispute resolution/mediation and mentoring
  • Local work building on the In Control national project, 'Me, My Family, My Home, My Friends, and My Life'. Recent examples have included overview or bespoke work focusing on preventing young people having to be supported out of authority or to support a return to their home authority.
  • System support - pathway assessment through to development pathways/policies, reviews and reports.
  • Supporting local partners to develop Education, Health and Care plans through to Personal Budgets and Personal Health Budgets.
  • Facilitated links and service level agreement’s between health, social and education.
  • Empower children, young people and families to be at the centre of the development of self-directed support.
  • Supporting children and young people with very complex support needs and/or complicated home lives to live with loved ones and remain within their home communities wherever possible and appropriate.
  • Support transition between children and adult services.

How much does Community of Change cost?

Annual membership cost:  £5,500 + VAT pa.

Members are able to purchase further bespoke days or places at our national events at discounted rates.
